Blaauwberg Municipality services streamlined

Blaauwberg Municipality in the Cape is set to become one of the most streamlined municipalities in South Africa, having recently installed a fully integrated Inter/intranet based Geographical Information System (GIS). Computer Foundation (CF) has been Blaauwberg's GIS consultants since 1998 and has, together with their very forward thinking staff, built up a powerful geographical information system to assist in the management of all aspects within the municipality.
GIS expert, Computer Foundation's manager in Cape Town, Kevin Buret, says the system will allow Blaauwberg to distribute their valuable digital data to each and every department within the municipality. "The Inter/intranet system will be customised and developed to address the needs of each department. This will be in accordance with criteria stipulated in a user requirement study that was completed a few months ago.
"It was imperative that all systems, projects and development was done with consideration for the future UniCity. CF is a business partner of GIMS and the two companies work closely together to ensure that systems implemented will blend with the UniCities plan," says Buret.
Blaauwberg Municipality's Anneline Jerling, GIS Manager for Engineering Services, says the GIS Inter/intranet viewing package recently acquired from Computer Foundation will at last make all the municipality's data available on corporate level. "All the data we received from the Cape Metro Council as well as our own GIS data on services, zonings and land use and electrical data will be available on one system on every personal computer in the municipality."
Blaauwberg's official GIS section only came into being in March 1998 due to the unbundling and restructuring of staff structures when the Milnerton Municipality and large areas of the Western Cape Regional Services Council were integrated in one municipality.
Blaauwberg Municipality used to capture all cadastral GIS data in-house. The situation changed about a year ago in the light of the coming UniCity and the Cape Metro Council offered a service to provide all six of the Metro Local Councils with cadastral information.
After appointing engineering consultants to compile water, sewer and storm water Master Plans, Blaauwberg appointed Computer Foundation to convert all the engineering services from the three master plans from CAD to GIS.
Jerling says the Cape Metro Council also made funds available for GIS data capture and Blaauwberg consequently approached Computer Foundation to convert all their in-house services in CAD to GIS. Blaauwberg's GIS-department was adapted to fit in with the new streamlined system. They now have dedicated GIS-representatives in Urban Planning as well as Electrical Services. The Valuations Branch also uses GIS to a certain degree.
"We at Blaauwberg Municipality have had nothing but the best service and support from the Cape Town Computer Foundation office. They have proven themselves over and over again in their commitment to their clients," says Jerling.
